Kelly was born and raised in Signal Hill California and a longtime Marina del Rey resident of 33 Years. He graduated from the University of California Irvine. Kelly currently serves as the President of the Marina del Rey Lessees Association, Chairman of the Board for the Marina del Rey Holiday Boat Parade, and Board Member for the Marina del Rey Tourism Board & LAX Coastal Chamber of Commerce. Kelly served as past Chairman of the LAX Coastal Chamber of Commerce Board of Directors as well as past Honorary Mayor of LAX Coastal Chamber of Commerce and served as a Member of the Marina Del Rey Historical Society Board of Directors.
